This happened last Sunday at one of the GBL Major A grade game I was doing a Base umpire. Less than 2 out, runners on 1&2, then a grand ball to SS. 2nd baseman caught the throw from SS above the 2nd base & it's controled but no base tag & no tag on the runner from 1st base, even I didn't see any attenption to tag neither the base nor the runner. I called the baserunner "safe". Then the coach from fielding side appealed to me that the force play at 2nd base should be called "out" because it's a "bang-bang play" & "the ball was control by the 2nd baseman just above the base"; I didn't accept the appeal. So, did I make a right call?

Without seeing it, sounds like the "vicinity" play the coach wanted. See it called a lot in MLB games to avoid baserunner/fielder collision.
Is it called in Major A Brisbane though?
Experienced Umps ?? what say you?

I've always heard that as long as the 2nd baseman has control of the ball in the vicinity of the base he is out. Especially if he is 'above' the base.

18closer, thanks for putting this up in the forum.
From what I can make out with out seeing it, (you posted that the baseman receiving the ball was ABOVE the base, meaning he had to jump for the ball). The throw from the SS was not a QUALITY THROW and made 2B jump for the ball. If it is NOT a quality throw, then the fielder must iether tag the base or the runner, vecinity does not count on a POOR THROW. If this is what happened, your call is CORRECT. The call for this play would be (SAFE, OFF THE BAG).
Same with a POOR THROW that drags the baseman away from the bag. The call for this play would be (SAFE, OFF THE BAG)
BANG BANG PLAYS are not automatic outs. Bang bang plays are plays that are close, with the runner near or touching the base and the play, fielder with the ball, that is all. If any is confusing (bang bang) plays with (runner touching the base at the same time, tie), then sorry, the runner is required to reach the base before the ball or the tag. (NO TIES)
Now, if 2B received the ball, QUALITY THROW, in time and was close enough to touch the base, but did not, to get away from the runner, then that is a vicinity play.
RAMS, yes we call it, HE'S OUT for vicinity play and SAFE, OFF THE GAB, for bad throws etc.
