People out there, I have heard that some people in the baseball community are thinking about changing some Rules in the BL under 16 Division 2 league. This idea is coming from some clubs somewhere or a region, it is not a BQI consideration, and BQI have no knowledge of this rumor.
What I have heard: "Pitchers in U16/D2 should not have BALKS called on them, the balk call should not be in their game. However, the runners are still allowed to get lead offs and stealing as per normal baseball."
The reason for the BALK Rules is so the pitcher cannot decieve the runners illegally. If there is NO balk rule in this grade, then they can deceive illegally as much as they want too, with no penalty. If you are thinking of throwing out this Rule, then you really are not interested in making pitchers better players. Maybe to hard or not interested in teaching them, so just get rid of the Rule. I THINK NOT. If the pitchers are having a problem, help them out and teach them, make them better players and pitchers. How can a pitcher go from div 2 to div 1 if they think everything is legal.
From an umpires point of view, and QBUA teaching new umpires, Level 1 especially, we teach them to identify balks and to call them, mechanics and placing the runners etc. Do we just tell them forget it if you do this league, I THINK NOT.
I'm curious if any one else knows anything about people talking about this.

Haven't heard about it, can't believe it's even being discussed. It's something you can't tinker with. Perhaps you don't have to advance the runners on a balk, but you can't have pitchers stepping to home and turning to throw to firstbase. Clubs and regions seem to be big on ideas, but have little knowledge of what it will do to the game. Shame there werent all these knowledgable people around a couple of years ago when the GBBB couldn't get anyone involved to help administer the competition.

First I have heard of it, but I am not actively involved at the U16 level.
I hope it is not true.
At Lismore Timberjacks for U12/LL players learning U14 first time, the Umps and Coaches had the right Idea by telling kids when they Balked and teaching them why they balked, a few Tutorial warnings then maybe call a few obvious balks in the Winter Tourney. Even now in 1st year U14 summer comp I would not pull the Balk trigger too quick as an Ump but maybe a quick lesson on field via the Pitchers Coach.
U16 and a Balk is a Balk, end of story.

I cannot say what I have heard, however, I believe I'm getting closer to who may be involved with such a rumor. Not to say I'm going to do anything, but I'm sure we have information in our pocket for umpires asking questions.
